Eng. Joselynne Rwabwogo Rwakakooko has been appointed as Acting Managing Director of Uganda Electricity Distribution Company Limited (UEDCL), effective May 2, 2026.
The appointment, announced by the company’s board, marks a strategic leadership transition within one of Uganda’s most critical infrastructure institutions, tasked with electricity distribution across the country.
Eng. Rwakakooko steps into the role with over two decades of experience in electricity distribution, utility management, and commercial operations, making her one of the most seasoned professionals in Uganda’s energy landscape.
Her journey reflects a deep technical foundation combined with strong institutional leadership. Before joining UEDCL’s executive team, she built her career at Umeme Limited, where she held key operational roles, including Customer Service, Engineering Manager, and Head of Network Operations.
In these positions, she developed expertise in grid reliability, customer service delivery, and operational efficiency, areas that remain central to utility performance across Africa.
Within Uganda Electricity Distribution Company Limited, Eng. Joselynne Rwabwogo Rwakakooko has served as Chief Commercial and Operations Officer, where she played a central role in driving operational improvements, strengthening commercial performance, leading institutional transformation initiatives, and enhancing service delivery systems across the organisation.
Her work has been anchored in strengthening core utility performance, with a focus on improving revenue collection, minimising system losses, expanding electrification programmes, and enhancing collaboration with regulators and government institutions.
She is also a fully registered engineer under Uganda’s Engineering Registration Board Act,reinforcing her technical credibility in a sector where engineering leadership is essential.
Her promotion to Acting Managing Director reflects more than internal restructuring; it signals a broader shift toward technically grounded, performance-driven leadership in Africa’s energy utilities.
It also highlights the growing presence of women in leadership roles within traditionally male-dominated sectors such as energy and infrastructure.
As Acting Managing Director of Uganda Electricity Distribution Company Limited, Eng. Joselynne Rwabwogo steps into a role that sits at the heart of Uganda’s development agenda, where reliable power is essential for economic growth and social progress.
Her immediate focus is expected to be on stabilising and scaling the country’s electricity distribution system. This includes strengthening grid reliability to ensure a consistent and dependable power supply across both urban and rural areas.
At the same time, improving customer experience will be critical through better service delivery, reduced outages, and rebuilding trust with consumers who rely on stable electricity for daily life and business operations.
