The Kenya Film Classification Board (KFCB) has named Nelly Muluka as its new Acting Chief Executive Officer, effective October 29, 2025.
Her appointment follows the conclusion of the acting term of outgoing CEO CPA Paskal Opiyo.
The announcement, made by KFCB Chairperson John Njogu Njoroge, commended Muluka for her dedication and long-standing contribution to the organization. “The Board of Directors has today appointed Ms. Nelly Muluka as the new Acting Chief Executive Officer, effective 29th October 2025, following the completion of the acting term of CPA Paskal Opiyo,” the statement read.
Prior to this appointment, Muluka served as the Acting Chief Manager for Corporate Services and Administration and was the substantive Manager for Corporate Communications. Her tenure in these roles has been marked by professionalism, integrity, and a strong leadership record.
Muluka is an accomplished communications strategist and media professional with over a decade of experience in advocating for responsible media and digital content regulation. She is particularly recognized for spearheading the #FormNiSafi campaign, a KFCB initiative that promotes clean and family-friendly content in public service vehicles and entertainment spaces. The campaign has been influential in encouraging compliance within the matatu industry by discouraging the display of explicit or harmful audiovisual material.
Her appointment is seen by many as a strategic move by the KFCB Board to ensure continuity and stability as the organization addresses the rapidly changing landscape of Kenya’s creative and digital media sectors. Muluka’s leadership comes at a time when the film and digital content ecosystem is undergoing significant transformation, driven by advances in technology, the rise of streaming platforms, and a surge in youth-led content creation.
As Acting CEO, Muluka is expected to strengthen partnerships with industry stakeholders, streamline the film classification process, and amplify public awareness about the importance of content ratings and digital safety,especially for children and young audiences.
